Why NASA waited 9 years to send astronauts back into space from the US

China and Russia were the only countries capable of sending humans into space after NASA shut down its Space Shuttle program in 2011. SpaceX's historic launch is the product of NASA's Commercial Crew program aiming to resurrect American spaceflight.

no that is not the reason. They have been sending people via russian space carriers.

Basically to cut wastage NASA/govt awarded $4.5billion to boeing to Build the spacecraft and at the same spaceX won their confidence and got $2.5 billion contract for the same mission but in the end only spaceX delivered it. For the moon mission they are following the same approach . What spaceX done in $2.5 billion NASA would have taken $15 billion and countless delays.

lot of factors too much maintainace costs, 

too many failures earlier years, columbia one was a big one... 

this new tech of space x and boeing is much cheaper in redesigning shuttles and rockets, 

being parntered with these giants nasa saved 30B, they try to invest this amount in other projects.

Boeing and space x are working in 2 diff projects with nasa 

This  Starliner is supposed to be resuable for 10 times in a turnaround time of 6 months, and can carry 7 seats to orbit/ISS

thus saving tons of billions.

Space X is just used their reusable crew dragon 1 to the one they sent recently,

Boeing Demo failed miserably. There isn't reasonable hope @boeing474 can deliver this with timelines.

they're now working on the fixes, that's a flight software code issue, as a matter of fact boeing itself identified some bugs,

the unmanned flight is set to this november 

while the manned is set to next year April 2021

Again:

The Boeing Starliner is a $4.2 billion next-gen crew capsule with a capacity of up to 7 astronauts, a free-flight operating capability of up to 60 hours, and the ability to remain docked in orbit for up to 210 days. It is designed to be launched by Atlas V non-reusable rockets, which use Russian-made RD-180 engines developed by NPO Energomash.

We just have to wait and see later this year and around april next year.

Wrong, the funding for NASA increased. They are only doing research at NASA now, but contracting out satellites to companies. Most of the research at NASA ranges from quantum computing to astrobiology.
