If you are a reapeated offender .... then they will try to penalize you more .... For example ... If its your first Speeding Ticket mostly they check your history and you can also say this is first one and I am a good driver etc etc .... The ticket will be reduced or your previous good behavior is taken into consideration kada....

Same here in this case we are just taking into account the Twitter poster word for it ... who knows what was at stake then two different people committed the mistake..

What are you getting at kid? Are you saying that all cops are racist? Or all law enforcement officers kill black people selectively. Most statistics like this

only reports how many people the cops have killed. But if you normalize it to the percentage of black people or white people who have criminal history, you won't see a difference.
