How is this tactial move when they already knew that they don't have numbers in council ?

off course govt. can still go ahead with it's decision on vizag being capital and no one can stop it but yellow media will have premature celebrations if bill gets rejected in council or forwarded to select committee

The biggest problem here is that things cannot be undone. Cbn showed ppts which are impossible to implement and raised the expectations of those farmers.  
Nobody can reach those expectations now.

Even genuine farmers kooda just land return istham antey happy feel avvaru. They lost 6 yrs of time. And also the chain got broke.
