Evading Taxes

A friend of mine is on H1B and lost employment due to COVID. He’s moving back to India with no plans to return back to the US. He owes over 7k in taxes and is thinking of leaving without filing the returns. What would be the repercussions of it? 
Can he work with an attorney and file the taxes with penalty if he ever plans to return in the future. Do you know of anyone who has done that?
