I am just assuming ICC works as a confederation of various boards. 

and the money they give to the boards that are not profitable is to encourage them to be part of the confedration.

Yes in worldcup how many countries will come to atleast semifinals I saw Ireland one time and Bangladesh one time but small countries are sucking blood not developing their players
