the inefficiency of USCIS kicked in big time, those morons are willing to waste lot of those visas by not moving dates even on reasonable basis

25K Eb visas were wasted, same way they might waste away 50% of the spillover from FB starting october by not moving dates

lawsuit is the only language they may understand as they are suppose to not waste visas by any means
