Yes, a lot of positions require clearance, but postdoc positions will have to be USC if you have to apply for NRC fellowships, any research scientist position, you need GC or citizenship, but some labs at Lawrence Berkeley actually have their labs on Berkeley campus, so even though you're employed by Lawrence Berkeley, you work on Berkeley campus, these positions you can apply on OPT or J1, mostly for fresh PhDs.

Okay makes sense, possibly why they hired my friend although he doesn't even have his GC yet.

Actually, if you work on GS payscale for one year, you can relocate to anywhere in the US with the same pay scale. For example if you have GS15 in the Bay area, and you move to a remote place where the maximum pay scale is GS13, then even though you're GS13, you will get paid as much as GS15 location adjusted to where you work at.

With GC, you can't apply for GS pay scales, but you can apply to work at these organizations on contract basis, the pay scale will be lower. You can only apply for GS payscale as a USC.

Interesting, so I can work for one year let's say in WAshington DC at a GS15 and then ask for relocation to say CAlifornia and still get paid the GS15 rate in Virginia? 

My only concern with that is that what if they refuse to give me the relocation option, plus another issue is the cost of living differential between the two places although that is less of a concern since I won't be living in the Bay Area.

GS pay scales are always location adjusted to the location you live in. SanJose-Santa Clara county is the highest paying in terms of actual pay because it is adjusted to the cost of living. If you work for one year in a GS15 position, you will definitely get an option to relocate, that's the advantage of being a federal employee.

Yep, here the website you can apply for jobs at, https://www.usajobs.gov/ and here is the pay scale calculator https://www.federalpay.org/gs/2020

You get a step rise every year, also the pay scale increases every year. So, you're bound to get about 8k increase in your base pay every year until you saturate.
