so how did Andhra control the spread way more effectively than TG?

testing helps. doesn't help ani chethulu ethheyatam is not an option, unless you are okay with a certain percentage of people dying, and be stuck with health issues for the rest of their lives.currently death rate is 3% (with underreporting). for the past one weeek. 

disease spread must be controlled. and there's a simple directive that is already accepted as standard.

2% positivity rate for 2 weeks continuously. several countries have achieved it. AP is on its way to achieving it.

how did Andhra control it? anna.. Andhra is almost on the right track. 

TG didn't take any measures. or any that were particularly useful, other than having lively press conferences where KCR can pick on journalists to harasss. nothing more than that.

may be now they can take some measures that are effective. or simply copy what Andhra is doing.

How and where did you feel Andhra is doing good ? Because it has been testing a lot ?

Look at demographics of Andhra and just Hyd. People movement, commerce activity and so many other factors. 
 

Even in TG, Interior and rural areas are under much control just like Andhra, it’s the Hyderabad Urban region that’s becoming the hot spot..

Compare Hyd with Mumbai, Delhi,Chennai...not with AP.

AP's positivity rate is 4% and less than that continuously for 2 weeks now. That's impressive. The target of WHO is to reach 2% and keep it there. yes, testing is compulsory until there's a vaccine, unless you want a certain percentage of people dying at random.

mumbai, delhi have rates very high... at greater than 15%..

chennai is dropping because they are testing extensively... around 35k tests per day.
