Starting with geography: From experience, Eastern European developers are great. They are usually well educated, understand a problem quickly even if it´s not in their comfort zone and they are able to adabt to new developments very fast. They are also straight forward and tell you if your idea won´t work or is complicated or would cost far more than you planed.

Again, experience based, I currently would not recommend indian developers. It´s not that they aren´t good, but there are so many scamers that it´s hard to find one that doesn´t rip you off. Beside that, the culture (again as experienced) is likely to agree to everything even in case of not being able to do it. Eventually the deadline comes and nothing has happened. Just to make it clear, I´m certain there are great developers form India out there.

As for the remote part, you just need to visit some job posting websites like this here Remote Programming Jobs - use Craigslist or get in touch with developers on community pages as well as on Linkedin.
