Dalits should get a fair share at being administrators is the point because they probably faced caste based discrimination in their lifetime which others haven't. So, the decisions they take will be different from the ones you take being an IAS officer.

First thing, I never said reservations are bad. That's a huge statement. I only said , there should be a discretion on where/how it can be applied. 

Coming to your answer wrt decisions as an administrator(they dont get to take decisions on their own btw), I agree with what you say. In fact throughout the UPSC process, they do  check for candidate's aptitude and grill them for being virtuous.

But there are also many examples of candidates misusing the opportunities that came solely on caste based ascription.
