Individual states and school districts are still grappling with how to handle the reopening of schools this coming fall in the midst of the COVID-19 pandemic. On Tuesday, Governor Roy Cooper of North Carolina announced that his state's schools would reopen under a "Plan B," which includes a mix of remote and in-person instruction. He also granted each district the option of adopting a "Plan C," which would dictate that all instruction is remote.
