use enti ee kottha change of rule valla? already visa stamping unnavallu (be it H1 or their dependent H4's) can travel to US as of now....daily Air India nundi hundreds of H1/H4's are coming.

Above amendment says, if principal applicant is in US.,, spouse and children can be allowed to enter..

Which means, if the consulates are open, h4s can get stamped and enter US (or) even better they may get visa on arrival at the POE (since consulates are closed).
