అసలే కరోనా మహమ్మారితో బెంబేలెత్తిపోతున్న రాష్ట్ర ప్రజలకు వైసీపీ ప్రభుత్వం షాకిచ్చింది. పెట్రోల్, డీజిల్ పై వ్యాట్ ట్యాక్సును పెంచుతూ ఉత్తర్వులు జారీ చేసింది. లీటర్ పెట్రోల్ పై రూ. 1.24... లీటర్ డీజిల్ పై 0.93 పైసలు పెంచింది. లాక్ డౌన్ వల్ల ప్రభుత్వ ఆదాయం భారీగా పడిపోయిందని ఈ సందర్భంగా రాష్ట్ర రెవెన్యూ స్పెషల్ చీఫ్ సెక్రటరీ రజత్ భార్గవ తెలిపారు. గత ఏడాది ఏప్రిల్ నెలలో రూ. 4,480 కోట్లుగా ఉన్న ఆదాయం...  ఈ నెలలో 29.5 శాతానికి తగ్గి రూ. 1,323 కోట్లకు పడిపోయిందని చెప్పారు. గత నెలలో కూడా ఇలాంటి పరిస్థితే ఉందని తెలిపారు. రెవెన్యూ పడిపోవడం వల్లే ఆదాయం కోసం పెట్రోల్, డీజిల్ పై వ్యాట్ పెంచామని చెప్పారు.

Andhra Pradesh hikes tax on petrol, diesel to mop up revenue

As per the new structure, issued vide a Government Order amending the provisions of Andhra Pradesh Value Added Tax Act, 2005, the revised rates for petrol and diesel will be 31 per cent (tax) plus Rs 4 (additional levy) and 22.25 per cent plus Rs 4 per litre respectively.

Amaravati: Citing resource crunch, the Andhra Pradesh government on Monday revised the tax structure on petrol and diesel, thereby increasing their prices by Rs 1.24 and Rs 0.93 per litre respectively to mop up an additional revenue of about Rs 600 crore per annum.

As per the new structure, issued vide a Government Order amending the provisions of Andhra Pradesh Value Added Tax Act, 2005, the revised rates for petrol and diesel will be 31 per cent (tax) plus Rs 4 (additional levy) and 22.25 per cent plus Rs 4 per litre respectively.

The states own resources have totally dried up because of reduction in revenues on account of the (Covid-19-imposed) lockdown. In April 2020, the state's own revenues realised were only Rs 1,323 crore as against Rs 4,480 crore in April 2019, which was just 29.5 per cent of the total expected revenue.

"Similar trends were observed in May and June as well, Special Chief Secretary (Revenue) Rajat Bhargava said in the order. Under these circumstances and in order to overcome the financial crisis, the government after due consideration decided to revert to the earlier tax regime prevailing between 2015 and 2018. We are also ensuring that the overall rates do not exceed those prevailing between 2015 and 2018. Several states are facing a similar situation and they too made upward revision of taxes to offset the loss of revenue", Rajat Bhargava said.

Excise duty its under central govt perspective only many a decrease in global scenario should have been passed on to customer but center increased excise duty proportionally...

It is clear that the GoI orchestrated a high excise duty mop up but is it justified in doing so? Absolutely, Yes. This determinate action by the present government can be appreciated, if one understands what good this has done to the Indian Economy, by reading the facts presented here.

  • SUBSIDY : The total budget and non-budget subsidy support for the petroleum products including Petrol, Diesel, Domestic LPG and Kerosene that was Rs.41,605 crores in FY 2005-06, went up and touched an unsustainable high level of Rs.1,64,409 crores in FY 2012-13. Within three years hence, it fell to Rs.27,618 crores in FY 2016-17. This couldn’t have been possible without the aggressive and innovative measures towards reducing subsidies on Domestic LPG, Kerosene and Diesel.
  • FISCAL DEFICIT : The health of India’s budget under the current government improved considerably by scoring deficit of 3.5% of the GDP in FY2016-17, from a historical low of 6.5% in 2009-10. For FY 2017-18 it is estimated at 3.2% with a possibility of gliding towards 2.5% by 2022, should other factors converge favourably. The additional revenue from taxes on petrol and diesel has aided in achieving this.

  • INFLATION : Usually a hike in the price of fuel in the hands of the consumers should stoke fears of inflation. On the contrary, government has managed to bring down the CPI (inflation) from a high of 10.91% in 2013 to an average of 1.90% by July 2017, without any reason to fear a major spurt from here on unless a global event results in crude oil price to shoot up.
  • CONSUMPTION : The PPAC data of petroleum products shows that the consumption of petrol and diesel has grown 5.3% on the average during the three year period from 2014-2017, despite at a slower rate in the 4 months after the announcement of Demonetisation. This clearly indicates that the consumers are not too much worried about the additional burden due to the increase in the price of these fuels. Further, a lack of any major and sustained protests or general strike against the higher fuel prices during the last 3 years reinforce the belief that the Indian public trust and support the initiatives of the GoI
