Is US consulates in Canada open now?

I have cousin's visitor visa appointment in Canada for August 20. It got cancelled twice in last 4 months and he kept rescheduling (due to consulate closing). But this time, so far it is not cancelled, wondering if the consulate opened or it is still closed?
