If they wan't to go to a Merit Based system, that needs congress approval, meaning both House and Senate has to approve and President has to sign.  So, EO is not the way to go.

 

Now, don't expect ANYTHING to happen in congress for immigration, especially when the house and senate are owned by 2 different political parties
