One reason can also be - you are not contributing anything to the country (0% tax paid to govt) and your employer pay for the insurance/retirement contribution . Govt has no obligation to sponsor/ promote PR/citizenship because they have a constant flow of cheap labor and heavy dependency on Oil not on technology/service based.

Not much savings in UAE compared to KSA. But there is more freedom in UAE and more restrictions/regulations in KSA. If you have a family, you can enjoy in KSA but for singles, it is hard. Also no taxes on income and no interest on bank balances in KSA. They give an apartment, car, phone, etc. The area is really, really hot and humid if you can stand it.

I know a bunch of IT people in RSA, and Bahrain. 

Its hard to find, but there are IT companies. And like you said they go home whenever they wish, hardly 4 hours flight.
