Home prices yes...but largely depends on the location and demand. In the current scenario in general, the inventory is too low based on the national average and moreover this is a sellers market hence you won't have much leverage. 

HOA is decided by the community and the property management company, you have no say other than to pay whatever they might quote.

Ask your realtor to check the comps in that area.. that will give you an idea of the rates and whether you can bargain or not..
