Metro train services can resume in a phased manner from September 7 and social and other functions will be allowed with a limit of 100 people, the central government said on Saturday as it announced new steps to ease COVID-19 restrictions as part of the fourth phase of unlocking.

Schools, colleges, swimming pools and indoor theatres will remain closed. This phase, called "Unlock 4", will be in effect till September 30.

The last set of guidelines for Unlock 3 that came on July 30 ended night curfew and allowed the opening of gyms and yoga institutes that are not in containment zones. Restrictions remained in place in all other areas that involve large gatherings - be it educational institutions, public parks or cinema halls.

Coronavirus cases have been rising steadily across India, at around 70,000 new infections every day, with the total number of cases crossing 34 lakh behind the United States and Brazil. More than 62,000 people have died in the country so far.

The country has been recording the world's highest daily spike in coronavirus figures since early this month. Over the last four days, there was been an uptick in the number of daily new cases, the positivity rate and the "R" or reproduction rate - the measure of how many people are infected by one infected person.

Except in containment zones, no state govt or local govt will be allowed to impose local lockdowns in any area, village, town or city going forward without permission from central govt, Strictly!!!!!!

Unlock 4: Lockdown extended in containment zones till 30 Sept; metro rail can resume

The Ministry of Home Affairs today announced the fresh guidelines for Unlock 4 plan. Under the guidelines, lockdown will be extended in the country till 30 September. However, the lockdown will only be applicable in the containment zones, it said.

In a major development, metro rail will be allowed to operate with effect from September 7 in a graded manner, by the Ministry of Housing and Urban Affairs (MOHUA)/ Ministry of Railways (MOR), in consultation with MHA, the statement said.

Earlier, the Delhi Metro Rail Corporation had laid out a slew of measure before the resumption of the metro services in the national capital. Limiting number of people in lifts and longer halting time for trains at stations to allow commuters to board and alight with social distancing norms, are among the measures the Delhi Metro will take to ensure safer travel for its passengers.

Schools, colleges, Educational and coaching institutions to remain closed; states and UTs may permit 50% of teaching staff to come to schools for online teaching from Sept 21. Students of Class 9-12 can voluntarily visit schools, with parents’ written consent.

Social, academic, sports, entertainment, cultural, religious, political functions and other congregations will be permitted with a ceiling of 100 persons, from 21 September, it further stated.

There shall be no restriction on inter-State and intra-State movement of persons and goods. No separate permission/ approval/ e-permit will be required for such movements, the guidelines further stated.

However, all activities will be allowed outside containment zones which were earlier permitted by the authorities in the earlier guidelines such as shopping malls, barber shops etc.

Cinema halls, swimming pools, theatres and similar places to remain closed. However open air theatres permitted to open from September 21.

International air travel will be suspended until further notice, except as permitted by MHA.

Guidelines for containment zones:

According to the order, lock down in containment zones will remain imposed till 30 September, 2020. These virus containment zones need to be carefully demarcated by the state governments or UTs.

Within the perimeters of containment zones, strict social distancing and other norms of containing the spread of the virus shall be maintained and only essential activities will be allowed, MHA said in a statement.

These containment zones will be notified on the websites of respective district collectors of the states and UTs and activities taking place in these zones will be strictly monitored by the authorities.

However, local governments shall not impose any local lock down (State/ District/ sub-division/City/ village level), outside the containment zones, without prior consultation with the Central Government, the government said in a statement.

India went under a complete nationwide lockdown from 25 March in order to curb the spread of the novel coronavirus in the country. In an attempt to bring back normalcy, the MHA has been issuing a number of guidelines in its Unlock India mission in order to provide relaxations in a graded manner and kickstart the economy.

MHA issues Unlock 4 guidelines: What's allowed, what's not

Social, political, religious functions to be permitted with a ceiling of 100 persons with effect from September 21

 

The Ministry of Home Affairs on Saturday issued 'Unlock 4' guidelines to further spur the economy while containing the spread of Covid-19. Lock down shall continue to be implemented strictly in the containment zones till 30 September.

Here's what has been allowed from 1 September:

-Metro rail will be allowed to operate from September 7 in a graded manner

-There shall be no restriction on inter-State and intra-State movement of persons and goods. No separate permission/ approval/ e-permit will be required for such movements

-National Directives for #COVID19 management shall continue to be followed throughout country, while ensure social distancing. Shops need to maintain adequate physical distancing among customers. MHA will monitor the effective implementation of National Directives

-Social/academic/sports/entertainment/cultural/religious/ political functions & other congregations will be permitted with a ceiling of 100 persons, from 21 September

-Students of classes 9 to 12 may be permitted to visit their schools, in areas outside the Containment Zones only, on a voluntary basis, for taking guidance from their teachers. This will be subject to written consent of their parents/ guardians

Here's what remains off limits in 'Unlock 4':

-All activities, except the following, shall be permitted outside containment zones: (i) Cinema halls, swimming pools, entertainment parks, theatres (excluding open-air theatre) and similar places. (ii) International air travel of passengers, except as permitted by MHA.

-State/ UT Governments shall not impose any local lockdown (State/ District/ sub-division/City/ village level), outside the containment zones, without prior consultation with the Central Government

-Schools, colleges, other educational institutions will remain closed up to September 30

But the blame for not controlling Corona must only be owned by state Govts.

Salient features of the new guidelines:

  • Metro rail will be allowed to operate with effect from 7th September 2020 in a graded manner, by the Ministry of Housing and Urban Affairs (MOHUA)/ Ministry of Railways (MOR), in consultation with MHA. In this regard, Standard Operating Procedure (SOP) will be issued by MOHUA.
  • Social/ academic/ sports/ entertainment/ cultural/ religious/ political functions and other congregations will be permitted with a ceiling of 100 persons, with effect from 21st September 2020. However, such limited gatherings can be held with mandatory wearing of face masks, social distancing, provision for thermal scanning and hand wash or sanitizer.
  • Open air theatres will be permitted to open with effect from 21st September 2020.
  • After extensive consultation with States and UTs, it has been decided that Schools, colleges, educational and coaching institutions will continue to remain closed for students and regular class activity up to 30th September 2020. Online/distance learning shall continue to be permitted and shall be encouraged. However, following will be permitted, in areas outside the Containment Zones only, with effect from 21st September 2020 for which, SOP will be issued by the Ministry of Health & Family Welfare (MoHFW).
  • States/ UTs may permit upto 50% of teaching and non-teaching staff to be called to the schools at a time for online teaching/ tele- counselling and related work.
  • Students of classes 9 to 12 may be permitted to visit their schools, in areas outside the Containment Zones only, on voluntary basis, for taking guidance from their teachers. This will be subject to written consent of their parents/ guardians.
  • Skill or Entrepreneurship training will be permitted in National Skill Training Institutes, Industrial Training Institutes (ITIs), Short term training centres registered with National Skill Development Corporation or State Skill Development Missions or other Ministries of Government of India or State Governments.
  • National Institute for Entrepreneurship and Small Business Development (NIESBUD), Indian Institute of Entrepreneurship (IIE) and their training providers will also be permitted.
  • Higher Education Institutions only for research scholars (Ph.D.) and post-graduate students of technical and professional programmes requiring laboratory/ experimental works. These will be permitted by the Department of Higher Education (DHE) in consultation with MHA, based on the assessment of the situation, and keeping in view incidence of COVID-19 in the States/ UTs.
  • All activities, except the following, shall be permitted outside containment zones.
  • Cinema halls, swimming pools, entertainment parks, theatres (excluding open air theatre) and similar places.
  • International air travel of passengers, except as permitted by MHA.
  • Lockdown shall continue to be implemented strictly in the Containment Zones till 30th September, 2020.
  • Containment Zones shall be demarcated by the District authorities at micro level after taking into consideration the guidelines of MoHFW with the objective of effectively breaking the chain of transmission. Strict containment measures will be enforced in these containment zones and only essential activities will be allowed.
  • Within the containment zones, strict perimeter control shall be maintained and only essential activities allowed. 
  • These Containment Zones will be notified on the websites of the respective District Collectors and by the States/ UTs and information will also be shared with MOHFW.
  • States not to impose any local lockdown outside Containment Zones.
  • State/ UT Governments shall not impose any local lockdown (State/ District/ sub-division/City/ village level), outside the containment zones, without prior consultation with the Central Government.

No restriction on Inter-State and intra-State movement

There shall be no restriction on inter-State and intra-State movement of persons and goods. No separate permission/ approval/ e-permit will be required for such movements.

 

 

National Directives for COVID-19 management shall continue to be followed throughout the country, with a view to ensure social distancing.  Shops will need to maintain adequate physical distancing among customers. MHA will monitor the effective implementation of National Directives.

Protection for vulnerable persons

Vulnerable persons, i.e., persons above 65 years of age, persons with co-morbidities, pregnant women, and children below the age of 10 years, are advised to stay at home, except for meeting essential requirements and for health purposes.

Use of Aarogya Setu

The use of Aarogya Setu mobile application will continue to be encouraged.

I seriously don’t get the point of these unlocks.. cases perigite what’s the point of these? Asalu oorulo hospitals e sariga levu akada kuda cases ostunai..
