Thank you contacting me regarding the Fairness for High-Skilled Immigrants Act of 2019 (S. 386 / H.R. 1044).  I appreciate the opportunity to respond.

     I know many of my Senate colleagues have spent years working on this measure and I appreciate their hard work on it.  I also know that this measure will directly impact both citizens and immigrants, and I certainly understand why so many want to see it passed as quickly as possible. 

     However, I have heard from individuals across our nation who have serious concerns with the current proposal.  I believe these concerns have merit, which is why I am working with Senator Mike Lee, the sponsor of the bill, to address these concerns quickly.  I want to make sure that this bill helps people BUT doesn’t disproportionately limit people emigrating from Latin America and other nationalities that invest and grow our state economy and hire Floridians.  I also believe any changes to solve the employment based visa backlog should help those who are escaping Communist China’s crackdown on freedoms in Taiwan and Hong Kong. 

     I have also heard from the White House on this measure.  Given the complexities of the bill and the impact it could have on a number of areas in our immigration law, the Administration requested more time to review the text.  It is my hope that the Senate can pass something that will ultimately be signed into law by the President.  If something passes the Senate and doesn’t have the support of the White House, this bill will not become law.

     Again, thank you for contacting me regarding the Fairness for High-Skilled Immigrants Act.  I am so proud that Florida is a diverse melting pot where so many people from across the globe call the Sunshine State home.  I know how critical it is that we have a legal immigration system that is fair and allows people from all corners of the world to come here to live their version of the American Dream.  I am proud to represent every citizen in Florida and I appreciate the time you took to provide your position on this matter.
