My H1B is with Employer B and I-140 is with Employer A. 

Employer A and Employer B are sister consulting companies. The same person manages both the companies. 

In this case, Should Employer B (H1B sponsor) file for Labor and 1-140 again ?

Go back to employer A payroll again if your date becomes current. Then no need to apply again.

I can ask him to apply for H1B from Company A (Employer A) again. 

Can I stay with Employer B and Employer A can move forward with GreenCard processing if my date becomes current ?(Just a hypothetical question, my priority date is in Nov 2012)
