They made rapid movement just to get mass funding. even if the DF was stopped at 2012 December for EB3, they know that enough down porting will occur to consume entire year GCs. gathering enough fee is the only reason for keeping FA and DF 4 years apart. This was a well calculated hat-trick move. 1. Extra $700 from down porters 2. New increased fee for October filings 3. Premium fee from whoever can apply I140 in premium.
