GRE Expired 5 years back...Only ielts as of now

Right now i  only have eye on univ of wyoming fully funded phd human machine interaction. Waiting for professors response. they actually intended to start fall 2020 but seems extended to spring 2021

Depends on the program you are trying to get into. 

If it's a top ranked program within top 20 for it's specialization, forget it.

You don't need a Master's degree to get admitted to a PhD program. Master's degree is pretty useless in a lot of disciplines, waste of time.

I got phD opportunity but I didn't take it as I realised that I would be in a better position without it. PhD takes atleast 5-8 years and in that time we get lots of pratical work experience.

With that attitude, good thing you didn't join the program.
