WellsFargo Propel Credit Card declined as we are not permanent US residents did it happen to anyone ? 

Credit Score decent 700

all CC's combined usage under 10% 

I got offer in mail to apply for PROPEL .. 

.Been here 10yrs F1-OPT-H1b -- what is this new discrimination IDK

This is not new.. This has been the case forever.. Never apply for WF and BBVA credit cards unless you're a GC or Citizen. Starting Nov 14, 2020, non-residents might be able to apply for WF. I heard they are changing their strategy!

I am having WF credit card from the past  5 years.... I don’t know where this GC and Citizen thing you are talking about

Google it. You might have been lucky or applied it as a citizen. There are cases when they ask you to send a copy of your SSN. Unless it's a type 1 SSN, the application gets denied. There are many cases out there. Some might got lucky like you.. but it's not worth risking a pull !
