I dont think that is true. If u have 140 its upto u to take it forward to next level when dates become current. I have heard from few of them working at witch filing independently.

Employer needs to give a letter that there is a job for the employee after green card.

read paragraph 8 from official source of truth https://www.uscis.gov/sites/default/files/document/forms/i-485instr-pc.pdf

Quote

8. Confirmation of Bona Fide Job Offer or Request for Job Portability Under INA Section 204(j) (Supplement J) If your Form I-485 is related to an employment based visa petition (Form I-140) filed in an employment-based immigrant visa category that requires a job offer, and you are filing Form I-485 after the employer filed the Form I-140 on your behalf, you must file Form I-485 Supplement J, Confirmation of Bona Fide Job Offer or Request for Job Portability under INA Section 204(j) (Supplement J), together with your Form I-485. For more information about this requirement, please read the instructions to Supplement J. If you are filing Form I-485 together with a Form I-140 filed on your behalf, you do not need to file Supplement J at this time. At any time during the adjudication process, USCIS may request that you file Supplement J.

I think downgrades are going to happen big time, I have heard two of my friends saying their company immigration attorneys have put a pause on h1b processing temporarily as they are busy with greencard.

I dont think this is true attorney's are busy for filing who are current in eb3, downgrade is a risk process, the good option/solution I heard from attorney is to try applying new 140 in eb3 premium process and if it is done you are lucky go for 485 filing otherwise stay out of it and save money... the amend option is not all recommended unless you are in 2012 or max 2013
