ఆంధ్రా చరిత్రలో నాలుగో సారి రాష్ట్రపతి పాలన వస్తుందా? పెద్దగా ఆశ్చర్యపోనక్కర లేదు!

ఆర్టికల్ 356 ప్రకారం,

“If the President is satisfied, based on the report of the Governor of the concerned state or from other sources, that the governance in a state cannot be carried out according to the provisions in the Constitution, he/she may declare an emergency in the state. Such an emergency must be approved by the Parliament within a period of two months”.

గవర్నర్ గారి నివేదిక వలన గాని లేదా “ఇతర రిసోర్సస్” ద్వారా గాని, ఒక రాష్ట్రం లో పాలన రాజ్యాంగ బద్దంగా కొనసాగగడం లేదని భావిస్తే రాష్ట్రపతి రద్దు చేసి, రాష్ట్ర పతి పాలన పెట్టవచ్చు.

గత ఆంధ్రా చరిత్రను పరిశీలిస్తే, 1955లో మెజారిటీ లేనందువలన 134 రోజులు రాష్ట్రపతి పాలన పెట్టారు. రెండో సారి, జగన్ గారు 18 రోజుల బాలుడుగా వున్నప్పుడు 1973 జనవరి 8న జై ఆంధ్రా ఉద్యమంలో చట్టాల ఉల్లంఘన జరిగిందని, పివి నరసింహా రావు గారి పాలన రద్దు చేసి 327 రోజులు రాష్ట్రపతి పాలన పెట్టారు. ముచ్చటగా మూడో సారి 2014లో విభజనను రద్దు చేయమని కిరణ్ కుమార్ రెడ్డి రాజీనామా చేసిన నేపథ్యంలో రద్దు చేసి 100 రోజులు రాష్ట్రపతి పాలన అమలయ్యింది.

ప్రస్తుతం న్యాయ వ్యవస్థ మీద దండెత్తి, దాని అంతర్గత పనితీరు మీద కలగజేసుకొంటున్నది సమాంతర ఎగ్జిక్యూటివ్ ప్రజాస్వామ్య జగన్ ప్రభుత్వం. సుప్రీం కోర్టుల న్యాయమూర్తులను కొలీజియం రెకమండ్ చేసినా రాష్ట్రపతి నియామకం చేస్తారు. ఆయన నియమించిన న్యాయమూర్తుల మీద లేఖలు వ్రాశారు కాబట్టి ఆయనకు న్యాయ వ్యవస్థ, తమ కోర్టులలో ప్రభుత్వానికి వ్యతిరేఖంగా వచ్చిన కేసులు వాటి తీర్పులు అన్నీ క్రోడీకరించి, చట్ట & రాజ్యాంగ ఉల్లంఘనలు చేసినందువలన ఎందుకు అన్ని సార్లు ఆ ప్రభుత్వానికి వ్యతిరేఖంగా తీర్పులు ఇచ్చాయో, ఇలా ఇస్తున్నా ఎందుకు వారు రాజ్యాంగ బద్ధంగా పాలన చేతకాక, పదే పదే తమ మీద దండెత్తుతున్నారో విశధంగా నివేదిక ఇస్తే?

ఆ నివేదిక చదివి రాష్ట్రపతి ఆలోచిస్తే? రాజ్యాంగంలో దళితుల రక్షణకు సంబంధించిన హక్కులు వున్నా.. శిరోమండనం జరిగి, తనకు న్యాయం చెయ్యమని ఆ బాధితుడు నివేదిస్తే, స్వయంగా తాను కలగజేసుకొని రెండు సార్లు న్యాయం చెయ్యమని ఆదేశించాల్సి వచ్చింది కదా అని ఆలోచిస్తే? ఇటీవలే, ఇంకా నాకు న్యాయం జరగలేదని ఆ బాధితుడు మీడియా ద్వారా మొరపెట్టుకొన్నది తెలుసుకొని, ఇక్కడి పరిస్థితుల మీద అవగాహన తెచ్చుకొంటే?

పెద్దగా ఆశ్చర్యపోనక్కర లేదు, రాష్ట్రపతి పాలన వచ్చినా. ఆ పాలన పెట్టిన 2 నెలల్లో, పార్లమెంటులో ఆమోదించుకోవాలి. అక్కడ కూడా అన్నింటికీ మౌనంగా మద్దతు ఇచ్చినట్లే, వైకాపా మద్దతు ఇచ్చినా ఆశ్చర్యపోనక్కరలేదు!.

గత ప్రభుత్వాలు చేసుకొన్న ఒప్పందాలను అమలుచేయకపోతే విద్యుత్ సంస్థలు కొన్నే కాబట్టి కోర్టులకు వెళ్లగలిగాయి. కానీ రాజధాని విషయంలో 30000 ఎకరాలకు పైగా వేలాది మంది రైతులు, వాటిని సైట్లుగా మార్చక ముందే, పేపర్ల మీద కేటాయించి అమ్ముకొనే వెసులు బాటు ఇచ్చినందువల్లా, చేతులు మారి లక్ష మందికి పైగా ఆ ఒప్పందాల్లో భాగస్వామ్యులు అయ్యారు.

ఆ లక్ష మందికి తోడు, ప్రభుత్వ చట్టాన్ని నమ్మి క్రిష్ణా & గుంటూరు జిల్లాల్లో రాజధానికి సమీపంలో లక్షల కోట్ల పెట్టుబడులు పెట్టారు.

అందరూ కలిసి, లక్షల మంది, ఒప్పందాన్ని ఉల్లంఘించిన ప్రభుత్వం మీద కేసులు పెడితే ?

అంతమంది కోర్టులకు వెళితే, అది దేశాన్నే కాదు, ప్రపంచాన్నే ఆశ్చర్యపరుస్తుంది. ఆంధ్ర రాష్ట్రం పేరు మీద అపనమ్మకం కలుగుతుంది, ప్రపంచానికి. జై ఆంధ్రా ఉద్యమంలా అమరావతి ఉద్యమం తీవ్రతరమైతే, అదో సంక్షోభం అవుతుంది.

అప్పుడైనా రద్దు చేయక తప్పదు. స్వయంకృతంగా మార్చుకోక ముందే, దిద్దుబాటు చర్యలకు పూనుకొంటుందో, మరింత ముందుకే వెళుతుందో, కాలమే సమాధానం చెబుతుంది. #చాకిరేవు.
