Hispanic population rise doesn't mean it is turning blue. Fort Worth with lot of hispanics is a red city. Lots of hispanics vote rebulicans in texas. 

But the other factors like lots of people moving to urban areas where the cities tend to be democratic, and lots of people moving from CA could be the reason.
