For any massive project, three things are important.

1.Financial Closure

2.Environmental Clearances

3.Land Aquisition and rehab.

First two have been completed well before 2014. 
 

CBN inherited the state and took up the project. The only thing left to do was rehab and we all have seen how efficiently rehab was handled, of course stay orders from TG and Odisha.

Just because it’s a national project, Are yiu expecting the Union to give all the money at a go ?

Like if the project cost is 50k and announced as national project, Do you expect the union to release all the 50k funds in the same budget year ?
