Thank you for your message about backlogs in the employment-based green card process. I appreciate hearing from you.
As you know, the U.S. offers 140,000 green cards each year to employment-based immigrants, the majority of whom already reside in the U.S. Only 7% of these green cards, however, can be issued to nationals of any single country each year, which has led to a massive backlog in green card applications. This backlog can disproportionately affect the applications of immigrants from high-population countries like India or China, who often must wait many years before they are granted permanent residency in the U.S.
I am a cosponsor of and voted for H.R. 1044, the Fairness for High-Skilled Immigrants Act, a bill that would help ease these backlogs by eliminating the 7% per-country limit. Additionally, it also raises the per-country cap on family-based immigrant visas from 7% to 15%, reducing further backlogs. Furthermore, the bill includes a provision that ensures that any immigrant already waiting for a green card cannot be made to wait longer than they would have under current law, helping to ensure that applicants from smaller countries are still treated fairly. H.R. 1044 passed the House of Representatives on July 10, 2019 with a strong bipartisan vote. A significantly amended version of the bill that would limit the number of green cards available to H-1B visa workers also passed the Senate on December 3, 2020. While I am opposed to the Senate version of this legislation, I support both houses of Congress negotiating a compromise bill that can be acted on before the end of the 116th Congress. She is not allowing even to add the bill to omnibus bill. I guess her opinion matters before they try adding it. 

Committee probably won't add it without her acceptance.
