Over a dozen House Republicans urge Trump to veto omnibus spending bill: report
 

More than a dozen House Republicans reached out to President Trump to urge him to veto a $1.4 trillion omnibus spending billbeing hammered out in Congress, slamming it as an example of “swamp politics,” according to a report.

The letter, sent to the White House on Wednesday and obtained by Fox News, calls it a “take-it-or-leave-it bill, negotiated behind closed doors” that “expands government, spends at record levels well above 2011 base cap levels, and funds unnecessary or even harmful federal programs.”

Negotiations on the omnibus bill are expected to continue Thursday as Congress faces a midnight Friday deadline to pass the spending measure to prevent a government shutdown.

Legislators are also working out the final details of a coronavirus relief plan.

Fox reported that a proposal exists to top the $1.4 trillion omnibus bill with the $900 billion coronavirus aid to create a new measure with a $2.3 trillion price tag.

But the effort faces hurdles because lawmakers would have to familiarize themselves with the huge bill as time is running out.

The letter from the 14 GOP House members — including Reps. Louie Gohmert of Texas, Steve King of Iowa, Chip Roy of Texas and Andy Biggs of Arizona — argues that the omnibus bill would add more debt to the $27.5 trillion “we already owe.”

They say House Speaker Nancy Pelosi (D-Calif.) is pushing through a massive spending bill that “fully funds an agenda rejected by the American people” and note that her Democratic majority shrank after the 2020 election.

Claiming they have been cut out of the legislative process, the Republicans said the bill should be punted to the new Congress convening in January to allow full participation.
To stave off a government shutdown, they suggest passing a short-term continuing resolution.

The letter also urges Trump to remember his comments in 2018 after signing another omnibus bill.

“I will never sign another bill like this again. I’m not going to do it again. Nobody read it. It’s only hours old. Some people don’t even know what is in — $1.3 trillion — it’s the second-largest ever,” the letter said, quoting the president.

“This bill promises to be even larger, exemplifying everything that is wrong with the swamp politics of Washington, D.C.,” the lawmakers said.

Speaking on the Senate floor Thursday, Senate Majority Leader Mitch McConnell, R-Ky., said a “bipartisan, bicameral agreement appears to be close at hand.” He noted it was “highly likely” Congress would work through the weekend, and said lawmakers may have to pass a short-term funding measure to buy enough time to approve legislation.

House Speaker Nancy Pelosi, D-Calif., also said Democrats were moving closer to a consensus Thursday. She told reporters that “we made some progress this morning” and “are waiting to hear back.”

Washington(CNN)Congressional leaders struggled on Thursday to hammer out a major rescue package in the final days of the 116th Congress, raising the specter that talks could drag out and potentially cause a brief government shutdown over the weekend.

With government funding set to expire Friday at midnight, lawmakers are now discussing the possibility of extending the shutdown deadline, again, to allow more time for negotiations to lock down a deal and push it through the House and Senate. The two issues are tied together since leaders want to tie the relief deal to a $1.4 trillion funding bill to keep the government open through next September.

Republican leaders have signaled they believe passing a stop-gap bill, or continuing resolution, to extend the deadline by an additional 48 hours may be necessary, but Democrats have shown little appetite for that approach and have suggested that Congress may be more likely to cut a deal quickly with lawmakers' backs to the wall.

Senate Majority Whip John Thune said Thursday it's possible a brief government shutdown could occur over the weekend because it could be difficult to pass a stopgap spending bill before the Friday deadline.

"I know people who are gonna object to that, that want to keep pressure on the process until we get a deal. So, it would take consent obviously to do a short-term CR," the South Dakota Republican told reporters Thursday.

That brings us to HR 1044/S 386. Prioritizing these benefits over Dreamers is dangerous for Speaker Pelosi's legacy, and may even jeopardize her re-election as speaker for reasons we wrote about in Immigration Daily on 12/11/2020. Also, as the bill benefits Chinese EB5s and Indian EB2/EB3s while hurting everyone else, it thus creates infighting among immigration benefits advocates. There has been a deafening silence on the inclusion of HR 1044/S 386 in the appropriations bill--this means that the decision on its inclusion or exclusion has likely already been made and maybe only a few dozen people know the situation for sure, and they are not talking. Given all the above we think that the balance of probability is that HR1044/S386 is not in the appropriations measure that will soon become law. Dream advocates should bear this in mind, since nothing is over till the fat lady sings, and she ain't singing yet for the last act of this Congress.
