I mean this is the ideal. But humans refuse to give up power easily once they taste it, and those around them encourage such habits. Its different in the animal world where the alpha is constantly challenged, and has to prove its worth to lead. Here we just side with the authority by default, and pit the challenger against the entire system, not just the leader.

Its not to bring lower castes out of poverty. that can be done by simple cash transfer schemes. they wouldn't need reservations for that.
