If eb3 moves to 2013 and eb2 still moves only by 3 months every bulletin. Then there is some serious mess up going on in their calcularions.

right in that case it shows that they haven't considered the downgraded cases . My guess is for new FY beginning Oct things should be clear so that they have the clear number of downgrades ....
