This is going to be very intresting how @USCIS going to approve visas between 7/1 - 9/30. 

 

Let's assume most (85%+) of those cases are from India. USCIS actually isn't allowed to adjudicate those cases before the start of the 4th quarter (7/1), because until the 4th quarter, law requires visa numbers to be kept available worldwide, and not given to oversubscribed

What is the use of SO if they use in last quarter after that it will be trashed ...strange thing no one talked about this 4th quarter SO usage all these times or is it just cover up by attorneys?

If you look at the previous years, Q4 always had more approvals. You'd have to think out of 200k applied petitions how many of them have current and 140 approved with Biometrics ready?
