Are 200k people eligible to apply? That is the big question. Out of 240k available visas only 204k applied but not all of them are eligible for AOS. For example, applicant with EB3 PD Dec 2014 applied at end of Dec 2020,  after Jan2021 the same applicant who applied for AOS isn't eligible anymore because Final Action date isn't current, you cannot assume that he/she can get GC. So there is no way @USCIS can fulfill all the applied petitions.

As much as I think it should be based on priority date. I feel that they will go by received date of AoS. Of course being document ready helps...but I think center and date matters now.
