Nope. Applications will still be processed in the received date order. When all the processing is done , in the final step they check if date is current. If date is not current then they keep that case aside saying date not current.

Lincoln and Texas is not processing by the received date and most approvals are from 2011, 2012 may be CO has already given hint to USCIS in first week of September about the retrogression and SO .

I am not an expert in this area. But USCIS does not have any logic.  Received date anedhey pedha chetha. As far as I know, fragoman/Bal sends packets in bulk. But if u check received dates, there could be months diff.

Kondariki medical rfe ki response submit chesina 2-3 days lo approve ayindi. Naa cousin ki 5 weeks tharuvatha online lo response received ani update ayindi... Funny thing enti antey athanu & spouce applications 2 diff centers lo process ayyayi. Ippudu spouse di kooda Nebraska move chesaru.

Eb1 ROW are some how are prioritized. But within eb2 eb3 india I think they follow by received date order with few exceptions cases.

MSC is still approving 2013 direct cases every day. So what problem will he have if LIN SRC approves 2013 cases ? Since there are only 50 approvals per day in LIN, 10-15 cases in SRC we are probably not seeing many 2013 approvals posts from them in telegram and forums.

You can come back with out stamping. But keep in mind that if your h1 extension is approved while you are out side the country then you might not get new I94 with your h1 approval. You will again need to travel out of country and get new stamping.
