Wonder who they paid to pass that regulation. What middle class kid 17-24 has 25k sitting around? They don't want to let us into trading.

They are not doing day trading buying the equity. They are buying the option calls at high premiums which are out of money. I watched some video about how they do that and how the option calls have implication on balancesheet of option sellers and shorters. Its a bit complex and lenghty to write, I will do it some other time.
