As far as I know, normal govt employees can use it. 

As I said it would be really interesting how court handles this case if they boycott. First & foremost they will have support from ycp govt and nimmagadda will retire in 2 months. So who is going to argue against govt employees?

In AP, when SEC was preparing to go for the elections and just before announcing the schdule, case was filed. It was in the court. SEC couldn't go ahead. Dhantlo baised ani neeku ekkada kanapaduthundhi? Eections 6 months lo eppudaina conduct chestharu.
