Gujarat local body polls to be held in two phases 

The local body elections in Gujarat, involving six municipal corporations, 81 municipalities, 31 district panchayats and 231 taluka panchayats will be held in two phases, the State Election Commission (SEC) announced on Saturday. The terms of these seats had ended last year, but the elections were postponed due to COVID-19 pandemic. With Saturday's announcement, the model code of conduct (MCC) becomes effective in these constituencies.

The State Election Commission (SEC) has declared the dates for the polling for the local bodies like Municipal Corporations, municipalities, the district and Tehsil Panchayats in Gujarat.

According to the programme, polling for Municipal Corporations will take place on Sunday, February 21 from 7 am to 6 pm while that for municipalities and panchayats, polling will take place on February 28th from 7 am to 6 pm. Counting for the Municipal Corporation polls will take place on February 23 while that for municipalities and panchayats will take place on March 2.

The notification for the Municipal Corporation elections will be February 1, the last date of filing nominations will be February 6, scrutiny of nomination forms will be February 8, the last date of withdrawal of nominations will be February 9 and polling on the February 21. If repolling is required, then it will be carried out on February 22. The counting and the results are scheduled for February 23.

 

 

The notification for the Municipality, District Panchayat, Tehsil Panchayat elections will be February 8, the last date of filing nominations will be February 13, scrutiny of nomination forms will be February 15, the last date of withdrawal of nominations will be February 16 and polling on February 28. If repolling is required, then it will be carried out on March 1. The counting and the results will be on March 2.

"After the latest electoral roll, we have 4.09 crore voters in the state. There will be 47,695 polling stations, out of which over 11 thousand are sensitive and over 6 thousand extremely sensitive, but these are not final figures and they are dynamic. The total areas for which the elections will be held will be 6,577 and total elected seats will be 9,049," said Sanjay Prasad, the State Election Commissioner.

"For these elections, more than 91,700 Electronic Voting Machines (EVM) will be utilised. The Voter Verification Paper Audit Trail (VVPAT) won't be used in these elections, as the standing Committee constituted technical Committee had recommended that as the EVM are tamper-proof, the VVPAT are not required. So none of the state election Commissions are using them," added Prasad

Counting of votes for the six municipal corporations will take place on February 23, and for the 81 municipalities, 31 district panchayats and 231 taluka panchayats on March 2.

The ruling BJP expressed confidence about winning these polls, while the opposition Congress said it would mount a legal challenge on poll authorities announcing two separate days for counting of votes.

The six municipal corporations to go to polls are Ahmedabad, Surat, Vadodara, Rajkot, Jamnagar and Bhavnagar.

"Polls in six municipal corporations will be held on February 21 and counting of votes will take place on February 23. Polls will take place in the 81 municipalities, 31 district panchayats and 231 taluka panchayats on February 28 and results will be declared on March 2," Gujarat Election Commissioner Sanjay Prasad said.

The last date to file nominations for the municipal corporation elections will be February 6, while it will be February 13 for the other set of polls, he said at a press conference here, adding that the model code of conduct had come into force immediately.

These polls were to be held in October-November last year but were pushed back due to the coronavirus outbreak, and Prasad reiterated it would be conducted with strict adherence to all health protocols in place.

He said standard operating procedures (SOPs) for the polls will be declared soon, and five meetings on this issue had been held so far with the state health department.

EVMs will be used for the polls, of which the SEC has adequate numbers, but the VVPAT mechanism will not be deployed, Prasad informed.

A total of 47,695 booths will be set up for the polls, of which over 6,000 have been marked sensitive, and 4.2 crore voters are eligible to vote for 574 corporators in six corporations, 2,720 representatives in 81 municipalities, and 9,049 representatives in district and taluka panchayats, he said.

In reply to a query on the counting of votes of the municipal corporations and other local bodies being kept on two separate days, Prasad said the SEC had followed the tradition laid down earlier, and added that the coronavirus outbreak and resultant protocols had made it difficult to hold counting of votes for different polls at the same time.

Meanwhile, state Congress spokesperson Manish Doshi expressed his party's displeasure at the counting of votes of the six municipal corporations being held earlier.

"We will legally challenge the early declaration of results of six municipal corporations as they will influence later elections," Doshi said.

On the other hand, BJP Municipal Board chairperson Dhansukh Bhanderi said his party was confident of a win in these polls due to public support.

Apart from the BJP and Congress, mainstays of the state's political theatre for several decades now, parties like the AIMIM and AAP have also said they would fight local bodies' polls this time.

The Gujarat State Election Commission announced Saturday local body polls will be held in two phases. The polls to the six municipal corporations in Ahmedabad will be held on February 21, while the elections to 81 municipalities, 31 district panchayats and 231 taluka panchayats will be conducted on February 28, State Election Commissioner Sanjay Prasad said.

The results for the polls to the six municipal corporations, however, will be declared on February 23, five days ahead of the elections to the municipalities, district panchayats and taluka panchayats, a move that may influence the electorate in the second phase. The results for the second phase will be declared on March 2.

“Traditionally, we have been declaring the results separately. In 2010, the municipal corporation elections were held on October 10 and the counting took place on October 12, while the polls for municipalities and taluka panchayats were held on October 21 and the counting was held on October 23. In 2005, the municipal corporation elections were held on October 13 and the counting took place on October 15, while the polls to the district and taluka panchayat polls were conducted on October 25 and the counting took place on October 27. The main problem in this is that due to Covid-19 situation, we cannot hold the counting together. We have to count in five different halls,” Prasad said.

 

The State Election Commissioner also cited shortage of additional returning officers for supervising the counting.

“The police force also has additional responsibilities. Earlier, they used to look only after law and order. Now they will also have to handle the code of conduct and guidelines related to Covid-19. So, we have thought about it and decided as per availability of officials,” he added.

When pointed out that the Commission could have declared the results of municipal corporations after the polls for municipalities, district and taluka panchayats were held, Prasad said, “We are acting as per the tradition.”

A total of 4.06 crore voters are expected to cast their votes in the local body polls. Of the total number of eligible voters, 1.12 crore will vote in the municipal corporation elections, while a majority of the voters — more than 2.97 crore — will cast their ballot in the second phase to elect 9,049 representatives for the local bodies, including 576 representatives for the six municipal corporations, 2,720 for municipalities, 970 representatives for district panchayats and 4,773 for taluka panchayats.

A total of 91,716 EVMs, which are currently being examined by the engineers of Bharat Electronics Limited (BEL), will be used for the polls.

“We will not be using VVPATs because the standing committee of all the state election commissioners had made a technical committee two years ago and decided that nobody can tamper with the EVMs and so there is no need to use VVPATs. No state election commission uses VVPATs. Polls have happened in Rajasthan, Jammu and Kashmir, Himachal Pradesh, Haryana, Karnataka, Goa and Arunachal Pradesh and at no place VVPATs were used,” Prasad said.

Of the total 47,694 polling booths, 6,147 have been earmarked “very sensitive” and an additional 11,694 considered “sensitive”. Over 2.84 lakh polling staff and 1.05 lakh police personnel will be deployed for the polls.

A notice for conducting delimitation was conducted in September 2020 and the voters list was published in October 9 for conducting local body polls.

 

“After seeing the Covid-19 situation, we decided to postpone the polls for three months (in 2020),” Prasad said. He added that the polls are being conducted as per the latest voters list published on January 5, 2021. The SoPs for the local body polls will be published in next couple of days, the official added.
