It caused more harm than good in long run. 
proper gaa planning chesi 1-2 years tharuvatha implement cheyyalsina move adhi.  In my opinion, evari meedhano kopam tho chesindi thappa inka emi kaadhu.

even alcohol ban was done in similar way without proper planning.  Hardly 20% people stopped alcohol with ban and rest paid premium price for smuggled alcohol. Aa debbaka malli inka eppudu women alcohol ban adagatam ledhu

I'm not arguing the demerits of implementation but I will rightly say that the decision to abolish the system was much needed and the way it's implemented is open to discourse...since congress was and is dominated by Reddy's who form the majority of that system , in fact tweaked the patwari system for their own ends would HAVE NEVER and i repeat they would have NEVER EVER allowed to abolish it and never would have allowed the system to improve it...since the rival faction to Reddy's was kammas and they intended to break the backbone of reddy caste , this decision was taken, not for some utopian motives...when the existence itself is at crisis due to a system under a particular caste or a group of castes, then the livelihood and abuse intermingle with each other in normal people's daily discourse , for them the only question that matters is the caste that perpetrates it and the vehichle of perpetration! Here the vehichle was patwari system, since we can't demolish that caste, the system should be demolished completely...the aftermath of this step is a failure due to  lack of sociological targets and since the political target was acheived, it was left as it is...I support the decision to abolish this effing patwari system under the control of dimwits but the after math was a failure and I agree!
