It’s not 100% true... 

can happen,,, it’s not a law, it’s a rule only.. that USCIS may not revike application based on only employer request after 180 days.

140 is a document explaining there is a valid job offer, rule entering federal register is almost a law, law is clearly mandated by legislative authority, rules are the interpretation of executive
