Take the example of Tadepalligudem, it is a town where no one pays taxes, but people make crores in sale of vegetables. The Government of India started an NIT in Tadepalligudem, where it is paying people money, and the money is taxable. All the money that comes from the town is because of firms owned by the Government, and banks. So, basically you have a town that operates in a way where only Government employees pay taxes and everyone else gets the benefits of tax paying community. If the Government doesn't have the resources to make all the transactions taxable by it's own firms, the only way out is privatization using corporations that can actually pay taxes. Otherwise, the country is only running on Government employees that pay taxes.

whether the govt chooses to participate in the market (like China), or leave it up completely to private players (US) is purely governance strategy. 

Indian govt is incompetent, has always been incompetent to legislate and create strong institutions to regulate the market. 

farmers are protesting because they don't trust the govt to keep their promise, because they are living the reality of the machinations of govt of India.

do you understand what a public firm is? are you saying NIT is a public firm?

India doesn't have the resources to run businesses and run profitable firms. Besides, what's the incentive for the Government to run firms when private corporations can do the same?

No, I am just saying people who are employed there pay taxes while others don't. How will you ensure that the unorganized sector is taxable and accounted for in the GDP?
