Whole I condemn the repulsive campaign against farmers , I  think farm laws must be implemented for the greater good of the country . 

No one wants rice from Punjab nowadays , it is low quality , no one wants to eat it or  no country wants to import it . 

AP exports 40% of non basmati rice in india and we get much lower price than MSP . Central government doesn't procure from AP , huge amount of subsidies are spent to prop up  a inferior product .

ok. I don't know what you mean by 'greater good of the country'.. the farm laws have literally nothing substantial in them.

They are only the first step to bring all spot markets under one regulator just like future markets are under regulator. 

currently the spot markets even in MCX, for agri products are just prone to price manipulation by brokers. The idea is to improve liquidity in the system and invite more players  that creates a better price discovery mechanism, and that finally benefits the farmers.

These things don't happen with this law. It just set up the legal backing for creation of such a regulator. It's gonna take 4-5yrs for this to happen. Govt can have an open dialogue, and take back their attack dogs like cops and online sickos calling this a khalistani movement, and provide some reasonable assurance to the farmers.

If the govt was tactful, they can even completely take back the law, and work with state govts to bring all apmcs under one regulator and proceed from there. They already came up with eNAM to integrate them few years back, but the project couldn't integrate even5% of the APMCs across the country, to facilitate cross trading.

anyway not all of rice, wheat procured is of low quality. lets not push that narrative too much.

is this a joke? That is not how procurement happens. grains are procured both by the state and center depending on the system chosen by the states. 

when states procure, they store/distribute, they keep the amount that FCI allocates to them, and give the excess to FCI. perhaps punjab has central procurement system, and delhi directly purchases from its farmers. I don't know. 

Andhra seems to be fully state level procurement. either ways it is union govt that sponsors this procurement. 

you seem to be making the point that Punjab gets undue advantage in procurement, which is completely false. No state does.

some states have weak procurement systems. Its not the fault of punjab to have strong institutions that help their farmers.

for eg. bihar which passed a similar law in 2006 or something has no institutional support for farmers of its state to get MSP from FCI. how fair is it to blame punjab farmers for the idiocy of the bihar govt?

My father still does farming and he's a law graduate . So this is not something I have to falsify or quoting because we are unaware of the situation . 

Punjab and Haryana  does get undue advantage , you can clearly see the FCI procrement and find disbursal

You don't understand the situation , even if states have robust procurement, FCI simply does not want to offtake paddy because they have no capacity to store or the need . 

Punjab has the first mover advantage and close proximity to delhi rulers

If AP has such a weak Infrastructure , then why do we export more rice than any other state  ? Because AP already has a market system in procurement . 

We get rates depending on the market rate for rice plus some bonus

a reasonable chunk of grains sold through APMC in Punjab to central govt, comes from Bihar too, and sold as though it was grown in punjab. 

but remember Bihar is this amazing land of milk and honey that came up with this farm bill in 2006, and for some reason they are not able to sell their goods in the open market at attractive rates.

the reason is obvious. The bill is the easy thing to pass. For the market to remain fair and transparent, govt still has a lot of work to do. Bihar govt washed its hands off after 2006.

Whats to ssay this govt will do it too, and leave the farmers at the mercy of corporates?

That's why your 'good for country' makes not much sense. Govt still has a lot of work to do. Its busy maligning farmers.

Spot on , there needs to be lot of work done to improve safeguards for farmers but the bill itself is not a bad thing . 

There are lots of reservations in the bill but creation of market system is paramount to long term sustainability of agriculture
