PhD is not a qualification for EB1. Answer to your question is easily found on USCIS webpage/Google.

If you really are proactive about this prospects.

Find out how many publications she has so far. What's her citation count etc. 

If she doesn't have enough by now. Then its better to navigate her in that direction from here on. 

If you find it's far from possibility, then you drop the idea of eb1 right now. I dont intend to discourage you, but it's an extra ordinary ability category and it has high standards. ATB
