You can ignore uscis application and  can go out of country and come back .she will get new i94 . If you choose mexico or Canada make sure they are doing new i94 .

This will work out only if they have stamping on their Visa. If not, they will be struck in consulate waitlist

I think what he meant is going for visa stamping is easier than h4 extension at US. I am looking into this option as well.
