Babu garu had plans for 

Subarban railway - idea was immediately shot down as amaravathi had no population to begin with 

Amaravathi ring road - IRR was 98 km long , ORR was 186.5 km . This too was shot down citing low economic potential at this time 

Metro from vijaywada to amaravathi - was again refused citing infeasibility 

National highways connecting  every district to amaravathi - again center refused citing other important roads are important like  nayudupeta-tirupati ,etc

Tax breaks for industries and offices in amaravathi - refused citing other cities will also demand 

Basically he wanted amaravathi to be the focal point of the state  and all the activity to revolve around it much like how Telangana is based on Hyderabad . 

BJP vallaki emi use ledhu ani vallu lekka cheyaledhu , it's not like he had ideological differences with bjp or he really cared for special status or backward area funds .

Inko sari power loki vachina , he would have joined with bjp anyway as state has no funds to develop infrastructure

he could've used the money to build more industrial parks for MSME around tirupati, nellore, vijayawada and vizag.

He never had the money in the first place between all those welfare schemes and salary hikes . 

He wanted center to burden those costs without being too much of a burden on the state . Telugu lo cheppali antey "Athi thelivi " 

Gujju bjp aath care if their people are not involved in those projects . Ippudu konchem reverse ports Adani control loki povadam tho , they  believe connectivity to these is crucial to boost their value and cargo volume . People around these areas  benefitting is just a side affect
