What is the reason ? Uscis is allowing refilling if it is application filing error even though filing dates are not accepted now.

If they filled some information wrong in the application. Like leaving some sections or filling not needed sections etc. 

lot of applications were rejected for that reason and they are accepting them back when refiled.
