Yea but jagga is not seen in isolation he will be compared with  babu. The problem with sendraal babu is (unlike NTR who enjoys a lager than life image) that he is just an ordinary guy who makes good use of opportunities and grow's himself  and anything associated with himseldf (party, government state etc). But problem with being an "ordinary guy" is that an ordinary upper caste guy in india is also by default a casteist guy unless he proves himself not to be. Sendral did nothing to prove his anti casteism - he carefully married his son to another rich kamma with family connections, placed his wife/daughter in law in his heritage business. Even if he is very efficient ruler why would you be passionate for him if you are not a kamma - sendral will only give you advise/administration services etc but will never make you his own.

Why should he? He is an elected representative. He is expected to work and not build relationships. He wroked well in his prime in 90s. Last time he was bombastic. He believed his own hype and over promised.
