Yep... Not kidding but durig YSR time they used an old app build with Power builder   to track various projects , who gets what and how much is collected. 

About 20 personal secretaries used this and used to share the data.  It's centralized. Ex: for a 5 star , you need 12 to 13 departments permissions. You pay one amount and they take care of dispersing to relevant ministers etc.

Organized crime. But efficient.

 

I heard similar process with kcr...for irrigation projects , 15 to 30% is fixed... Not more. Work has to be get done with quality...you manage with that 30% whatever you want
