anti pollution protest over a polysilicon manufacturer happened in north china, for polluting the local water sources. huge protest.

these are just couple examples. don't think Chinese are gorrey to listen to their premier.

yes their system is structured in such a way that provincial govt gets most of the blame, while the central communist party is thought of its saviour. but the catch is, chinese force them to live up to that promise.

Chinese are most nationalist than Indians. They would listen to their premier for 'national interests', but fight their provincial govt on local issues. China has literally more strikes than India, and the central communist party doesn't control everything there directly.
