rey.. visikinchaku.. already cheppar kadha.. union govt putting more and more taxes as cess which they won't share with state govts, other than via central schemes.

so basically states are at the mercy of the union govt. atleast to a higher degree than before when states controlled sales taxes and didn't have to share it with the center.
