This is for a friend. Need suggestions please.

My friend travelled to ORD from Chennai yesterday. At port of entry, he had to undergo the immigration process for more than 6 hrs. At the end of process, he was told that they are cancelling the H1B visa because he failed to produce W2 forms during his OPT STEM in 2016. He was forced to do the paper work and returning to India today. Has anyone encountered similar situation and what can be done to reinstate his Visa. Please suggest.Thank you.

If he really filed tax returns using that W2s, create and generate  online tax return statement from IRS website. It might have some helpful information to show
